problem

What do municipal politicians think about citizen participation? Do political decision-makers support more political participation (e.g. budget consolidation)?

method

Review of existing literature + DFG-Project ‚Ursachen kommunnaler Haushaltsdefizite (5)’. Quantitative research: Survey among local decision-makers about citizen participation and political participation. 4000 municipal council members in Saxony, Brandenburg, Baden-Wurttemberg, North-Rhine Westphalia (response rate: 41 %) and all majors in Germany (cities more than 10.000 residents, response rate: 55 %).

summary

Budget consolidation (‚Bürgerhaushalt’) through citizen participation is possible. Pro: more transparency and participation. Contra: Vulnerable through manipulation (social media risks, multiple votings), does not match with respresenative democracy. Therefore citizen participation combined representive citizen survey.
