In the context of online participation processes the term transparency refers to:

  • the disclosure and understanding of (legal and governmental) rules and procedures which are the basis of and shape the process,
  • the reasons for and means of activation of participants,
  • the behavior of individuals or groups involved in the process, e.g. their visibility, the accountability of their decisions and actions,
  • and the communication and confirmability of rules of preference aggregation which lead to a decision and finally to a process output.

Transparency can be regarded as a characteristic of the online participation process as well as an analytical criteria. Thus, it describes a feature of the process itself as well as a perspective from which an online participation process can be analysed.
